A referendum on granting the Welsh Assembly full legislative powers
could get a clear vote in favor to an ICM poll for BBC Wales exclusive.
Overall, 56% of respondents said they would be responsible for
preparing the legislative powers Senedd vote with 35% cons.

Of the total, only 11% of respondents, is the smallest number, the
independence unique in the ICM / BBC stations.
The survey also shows that 62% of respondents believe that the Assembly
Government should exert more influence in Wales, with 24% saying it
should be the government at Westminster – similar figures for the year
past.

Sony is advising some PlayStation 3 not to use their console because of
a problem with the PlayStation Network.
The problem is affecting people using the older versions of the
PlayStation 3, called the “Fat” model.
The problem isn’t affecting the newer PS3 Slim systems that have been
on sale since September last year.
Sony have also said they are aiming to have the problem fixed shortly
but is advising some users to avoid using their console for the time
being.
“We hope to resolve this problem within the next 24 hours,” a statement
reads. “In the meantime, if you have a model other than the new slim
PS3, we advise that you do not use your PS3 system, as doing so may
result in errors in some functionality, such as recording obtained
trophies, and not being able to restore certain data.
“We believe we have identified that this problem is being caused by a
bug in the clock functionality incorporated in the system.”
The PlayStation Network is used by millions of people around the world.
It allows users to play their friends at games like Fifa over the
internet and also do things like download software or visit online
stores.

United Nations aid agencies are increasingly concerned about the number
of children from Afghanistan migrating across Europe alone.
Latest figures from the UN Refugee Agency show that the number of
Afghan children under 18 who applied for asylum in Europe last year
rose by 64%, from 3,800 to more than 6,000.
That figure is believed to represent only a fraction of child migrants,
since many do not apply for asylum, either because they don’t know they
have a right to, or because they fear an application could lead to
detention or deportation.
The journey across Europe typically begins in Greece, after an already
hazardous trip from Afghanistan through Pakistan, Iran and Turkey.
Seventeen-year-old Abdullah’s decision to make such a dangerous journey
began long ago, when he was 11. He is a member of the Hazara ethnic
minority and, after both he and his father were threatened by the
Taliban, Abdullah’s parents decided to send him away.
“If I had stayed, I risked being killed,” he said.
Abdullah spent some years working in Iran, earning money to fund the
next stage of his trip. He then made his way to Turkey. From there he
crossed to Greece in an inflatable dinghy. It took him four attempts
before he succeeded.
Greece has one of the lowest rates of asylum approval in Europe,
however, and many Afghan boys, Abdullah among them, decide not to try
to stay there.
“From Greece I hid between the wheels of a lorry on a ferry to Italy,”
he explained. “It took 40 hours, with no food and only one bottle of
water. It was very difficult, and I was very scared.”
Abdullah’s fear is justified – in the past year, at least two Afghan
boys, one only 13, have been killed trying to make the same journey.
Abdullah’s home now is a disused army barracks just outside Venice. The
buildings have been converted into a centre for migrant boys just like
him. This one centre alone is receiving five new arrivals from
Afghanistan every single week.
“We offer them a safe, warm place to sleep,” explained social worker
Paolo Sola. “We also offer them medical attention, and eventually
lessons in Italian.”
“But, especially the Afghan boys, they often stay just a few weeks,” he
continued. “They want to continue with their journey, many want to go
to the UK or Scandinavia.”

Nato says four of its troops have been killed in three attacks in
Afghanistan.
Two Nato soldiers were killed in western Afghanistan, while another
died in a small-arms attack in the south.
A fourth was killed in a suicide car bomb attack near the southern city
of Kandahar, which targeted a Nato convoy and also killed four
civilians.
The Taliban said it had carried out the attack near Kandahar’s airport,
an important base for Nato forces battling militants across southern
Afghanistan.
The deaths came a day after a roadside bomb killed 11 civilians in
neighbouring Helmand province, where Nato and Afghan forces are waging
a major offensive against Taliban fighters.
Nato has not released the nationalities of the soldiers killed, leaving
that responsibility to their home nations.
Monday’s deaths take the number of Nato troops killed in Afghanistan
this year to 105 – more than double those killed in the first two
months of last year – according to the independent monitoring website
icasualties.org.
There has traditionally been less violence, and so fewer casualties, in
the early part of the year because of Afghanistan’s harsh winter
climate.
Last year, with more than 500 Nato soldiers killed, was the deadliest
year for foreign troops in Afghanistan since the US-led invasion of the
country in 2001.
The latest deaths come during a major push against the Taliban in
southern Afghanistan: Operation Moshtarak is the biggest military
offensive in Afghanistan since the Taliban were overthrown in 2001.

Train operator First ScotRail said that business as usual despite a
24-hour strike of the workers.

US President Barack Obama is planning “dramatic reductions” in the country’s nuclear arsenal, a senior US administration official has said.
This would come as part of a sweeping policy review designed to prevent the spread of atomic weapons, he said.
The review “will point to dramatic reductions in the stockpile, while maintaining a strong and reliable deterrent”, the official said.
He added that it would lead to a greater role for conventional weapons.
Mr Obama is to meet his defence secretary, Robert Gates, later on Monday to discuss the new nuclear strategy.
Officials say thousands of nuclear weapons could be cut, in many cases by retiring weapons that are now kept in storage.
They say the new strategy will be an important step towards Mr Obama’s declared aim of reversing the spread of nuclear weapons and seeking a world without them.
Last April, Mr Obama outlined his vision of a world free of nuclear weapons in a major speech in Europe.
The US president called for the forging of new partnerships to prevent the spread of nuclear weapons, and a global summit on nuclear security, which will take place next month.
The next five-yearly review conference of the Nuclear Non-Proliferation Treaty is to be held in May.

President Dmitry Medvedev has called on Russian Olympic officials to resign, following the nation’s worst ever performance in the winter games.
Those in charge of preparing Russian athletes for the Vancouver games “should take the brave decision and submit their resignations,” he said.
“If they cannot do it, we will help them,” Mr Medvedev added.
Russia – traditionally a winter sports powerhouse – ended 11th in the medals table, with just three golds.
“For a long time we have benefited from Soviet achievements, at some point they ran out,” President Medvedev said at a meeting of the governing United Russia party on Monday.
He urged a change to the system of preparing Russian athletes, ahead of the next Winter Olympics, in the southern Russian city of Sochi.
Russia has experienced a steady decline in its Olympic performances since the collapse of the Soviet Union in 1991.
The games in Vancouver were particularly painful for the nation because of the failures in sports such as ice hockey and figure skating.
